San Diego (and Southern California in general) is a very car centered community. Public transportation isn't great unless you live near campus and are just going back and forth. You will probably want a car or be friends with people who have cars. Parking on campus is often a nightmare, however, so some of the other forms of transportation may be better if you live sufficiently close to campus.
